YACA Vision, Mission and Objectives
Preamble
Aware that in South Sudan,
The status of peace and public service delivery is very elusive, ragged and appalling with proliferating cases of sub national conflict, human rights abuses, malnutrition and gender-based violence which means that women’s, children’s and the elderly people’s social, economic, political and cultural status are far too low thus their livelihoods and future may not be good unless deliberate actions are put in place.
Conscious that,
- There is poor human health (of women, young people, children and the elderly) due to incessant conflicts war in South Sudan resulting into poor economic growth,
- There could be adequate resources to meet the existing survival, protection and development needs of needy people (including women, young people, children and the elderly) but in the end these resources are not deployed equitably,
- There is wantonly high demand for natural resources with very extravagant use leading to depletion,
- There is little emphasis put on the empowerment of the needy persons namely: women children and the elderly, with much attention put on generic humanitarian issues as opposed to holistic human and environmental development,
- There is indiscriminate bush burning and tree cutting without replacement contributing to about 3.4% of carbon dioxide emissions into the atmosphere resulting into global warming which negatively impacts on human life.
- There is a lot of ignorance among the existing population on the social, cultural, economic, political, environmental and developmental impact of empowering women and children for the sustainability of society.
- There is a great need for basic infrastructural development to support and sustain socio-economic development in favour of girls, women and children with specific mention of poor schools, very few health centres, no alternative and vocational training opportunities for children and young people.
- There is a great need to address food security gaps through modern agricultural practices, which gaps have driven needy women, young people, children and the elderly into deplorable and almost perpetual beggar life conditions.
- There is need for appropriate and continuous research in the development of children, women and elderly in South Sudan.
- There is a need for alternative energy sources that are environmentally friendly and economically affordable, in a way that the energies and faculties of children and women are freed for the wider societal good other than being condemned to such tough chores as fetching firewood and water for family use.
- There is a need to revamp and or establish a people friendly healthcare system and related infrastructure in support of, women, children and elderly of South Sudan.
- There is a need to respond to humanitarian emergencies affecting women, children and the elderly in a coordinated, timely and people-friendly manger.
- Education systems and infrastructure specifically need to reworked to suit the current and future needs of children and young people, a situation which is not happening currently.
- Bearing in mind that access to and provision of humanitarian needs in are paramount in most of the sectors in South Sudan.
- The organization name is Youth Affairs Centre for Africa, it shall be referred to hereinafter as the “Organization”.
- The Organization membership will consist of individuals and institutions and or organization registered under this Constitution.
- The Organization shall be registered with the Directorate of NGOs, of the Ministry of Relief and Humanitarian Affairs, of the Government of South Sudan as a charitable organisation and will operate as a National Non- Government Organization.
- The headquarters of the Organisation shall be based in Juba, Central Equatoria State of South Sudan.
- Further recognizing that the vast majority of the ordinary persons in South Sudan especially in conflict-prone and post-conflict societies lack basic needs.
- Recalling the 2016, NGO Act, which calls for the mandate of the NGOs and their impartiality during service delivery.
- The Organisation is member-based and registration is by voluntary application.
- The Organisation is non-partisan, non-ethnic, non-profit making, thus includes people from a variety of sectors.
- Bearing in mind the critical role of the body or institutions responsible to regulate the activities NGOs in South Sudan namely Relief and Rehabilitation Commission (RRC).
- YACA, advocates for the sustainable livelihoods, provision of technical support, good hygiene, observance of the rule of law, fundamental freedoms of all young people, in particular and realisation of peace, justice and equityin the entire South Sudan.
- YACA, shall operate in close coordination with the government institutions especially Ministry of Relief, Rehabilitation and Humanitarian Affairs, National Platform for Peace and Reconciliation Commission, and other ministries as shall be deemed fit.
- And noting with satisfaction, the growing openness of the government of South Sudan to partner with Non-Government Organisations, Civil Society and the international community in achieving humanitarian support in developing South Sudan.

YACA Mission:
To empower young people to work with synergy to improve their lot and of their communities constructively and sustainably.
YAC OBJECTIVES
- Promotion of the survival, protection and development of women, young people, children and the elderly in South Sudan.
- Promoting sustainable infrastructural development so that women, young people, children and the elderly are enabled to engage development processes, thus, engage with Government of South Sudan on this
- Improving community health, water, sanitation and hygiene (WASH).
- Building and strengthening community capacities on sustainable environmental development options.
- Creating and promoting sustainable community livelihood developmental options with a gender empowerment lens.
- Mainstreaming gender issues and of other vulnerable groups on integrated sustainable natural resources management and use.
- Empowering vulnerable and former combatant youths through spiritual restoration, productive skills and entrepreneurship building.
- Promoting the enjoyment of human rights, public accountability and good governance at all levels of public governance in South Sudan.
- To respond to humanitarian emergencies in a timely, coordinated, people-friendly manner to the extent most feasible at the time of the emergency.
- To promote the sustainable development of the livestock industry which is the distinctive competence enterprise of South Sudan.
- To promote and to participate in the arrangement of programs and activities that remain at or otherwise to advance livelihoods, development, culture and social progress and engage in such productive activities and to do such other things as are incidental and conducive to the attainment of the objectives of the organisation.
In accordance with Section (18) of the Non-Governmental Organisations Act, 2016, the Organisation shall through its financial capacity employ South Sudanese and or international personnel and pay any person or persons to supervise, organise and carry on the work of the Organisation and make all reasonable and necessary provision for the payment of the pensions and superannuating to or on behalf of employees and their widows, widowers and other dependants as may be determined by the employment contract between the Organisation and such person or persons and the labour law.
